The 72 hour rule has obviously been put in place so a team can have a pre-match build up without their opponent being able to gain an unfair advantage.The rule is you can spy all you want up to 72 hours before a match. Its not really a hardline stance on it. Therefore i dont think the punishment will be either.

So if I drive at 70 along a motorway and ignore a temporary speed limit I could just argue it's normally 70 so I should receive a lesser penalty?

If it's deemed not harsh enough, you can imagine Gibson will go after them, as will any side that may have been potentially adversely affected that much; Deadpool's boys, Derby County, possibly Arsenal, possibly even Millwall if the whole spying shebang goes back to nearer the start of Tonda's reign. Aided and abetted by any one of Southampton's opponents in the latter half of the season that discovers footage around their training ground that could be seen as suspicious.
