Not sure I see much of a link between the two stories. The first seems the type of thing that has been going on as long as anyone can remember, and there are probably many more undetected people working in positions of power passing information to other countries, and we are undoubtedly doing the same in other countries.
The second is plain old fashioned greed. The only thing you could really question is the vetting process. Especially as it reads as if he's newly recruited. As we're needing to recruit and train huge numbers very quickly is the process thorough enough. But with these things if there's no record of previous crimes not sure how you successfully identify the risk.
The good news in that case is that it appears to have been very quickly detected and he hasn't got off with dismissal and a slap on the wrist.
