As they've admitted prior offenses, I can't realistically see how they'd win an appeal.

This has to be the correct decision. A financial penalty would have offered absolutely no punishment whatsoever.

It had to be a harsh punishment to set a warning and a precedent.

I don't think any other decision than this would have been anywhere near adequate.
