In fact it could have the opposite effect with public declaration... where , it could put public ( fan ) pressure on the the council to pull their finger out either approve it or at the very least prevent them selling it off for some other venture just to stop SISU getting it.

Interesting that it ties in with the time the current owner, who didn't at that point own them, was talking to CRFC about a merger.
