It seems to me that, according to this piece from the Express, VAR would not have been involved in the two instances of Kane being thrown to the ground. It was up to the officials on the pitch to see the offences and act accordingly.

The reason VAR didn't give the two England penalties despite reviewing them [ESPN]

Personally, I changed my view on the second one in line with this explanation. Kane had got the defenders arm. Then it becomes a choice between 6 of 1, or a half dozen of the other!
