Aren't these FOI's requests made on the applications for sports grounds etc. rather than individuals/companies? The original ones were.

Wouldn't 1) be described as doing your due diligence? 2) would possibly be a good way to waste lots of time and money if you don't get the necessary permissions.

see above. the plan was to repurchase the Higgs share to offset the rent with access to all stadium income streams. also unlikely could have got loan without sufficient "guaranteed" rental income.
