I disagree. We vote for the Council, and without them voting it through it doesn't happen. So we certainly do have a say in the matter. Whether they'll listen is a different thing, but if we sit still and say nothing we can hardly blame them for thinking we don't care.

I think it's fair enough to complain to the Council on the presumption that the deal proposed involves Wasps taking ownership of ACL. That's what has been widely reported, and as yet has not been challenged. If you wait until the vote is made, then it'll be a little late to do anything about...
