    I'm not sure that a 'safe standing area' is a shallow terrace. Think it's more like seating with rails to facilitate standing, so the incline would not change?

    There could be a number of valid reasons why moving the away fans isn’t possible, but surely this isn’t one of them. If the Police have some sort of base at the stadium but can’t look after an area 150 yards away round the corner it’s pretty strange.
