It can & probably should have. Either way the restart was wrong. Should have been a corner, or if on review, he believes it's a dive/simulation ,it should have been a free-kick & a yellow card. For some reason the ref restarted with a drop ball.. that should only happen if ball was still in play.

As always, it's the financial muscle of the PL exponentially eclipsing everyone else that means that it is the strongest & only getting stronger. Can you ever imagine a scenario years ago where the 14th best team in the Prem can just go & raid European giants Ajax for their best players?
