Answered my own question, it is a 17:45 kick off and they have only opened one stand at the moment to see what demand is like before opening other stands up.
The sale date of the tickets was put back as they had not agreed a kick off time.
I was going to buy tickets for the England U21's game at the Ricoh, the Ricoh website has it down as 17:45 kick off but it's TBC on the FA website, a 17:45 kick off is early.
Also the interactive map of the ground shows it to be nearly a sell out.
