It was earmarked for redevelopment but there's been a change of plan.
I'd imagine the seat removal is down to the fact they're reducing the capacity.
Occasional Everonian contributor to this portal @Farmer Jim would should be able to tell you more.

They`re making the capacity smaller ( for obvious reasons ) and in doing so modernising the stadium at the same time. There`ll be no obstructed views from the pillars inside the ground etc. The hospitality and toilets in the old part of the ground are being modernised, the ground will be getting used by the various and many community groups associated with the club and the U23`s will play there too.

It came out of nowhere tbh, as everyone was fully expecting the ground to be knocked down, as per the original proposals.

Hopefully, with it now being the biggest ladies stadium in the country, it`ll get used for the likes of internationals and big cup games too.

From my own personal point of view, the decision is a real godsend, as my youngest lad has amongst other things autism and there`s no way he could`ve handled the noise and the crowds at a mens match, so I`m hopeful that`ll we`ll be able to take him to watch the ladies, as it it`ll be calmer and quieter. I know this applies to a lot of other parents of kids with similar disabilities too.

It`s brilliant PR for the club, but I don`t think it`ll make any money for a good while.

Interesting stuff. It's encouraging to see a Women's side that is aligned to a Prem club having their own stadium rather than being forced to use the training ground or playing in quarter-full stadiums for their blue riband matches.

Sounds like a huge investment - was it not tenable for the men’s team to stay there then? Or is the modernisation contingent on bringing down the capacity?

Mary Earps "retiring" from international football at age 32, 25 days before the Euros. For a goalkeeper that is very young, and letting her country down, even if she was only there to be an inspirational presence in the dressing room. Most likely thrown her dummy out of the pram after losing her place as number one keeper. Pathetic!
The more that has been reported on Earps situation the more it appears she refused to accept a role as the #2 goalkeeper and instead it was toys out of the pram and quitting.

To make matters worse another player, Fran Kirby, has quit after being told she hasn't made the squad and now Millie Bright has said she won't be available for the Euros as she's burnt out having played 36 games this season.

Not a good look for the womens game and will give plenty of fuel for those who don't agree with demands for equal pay.

How so? Don't male players pull the same stunts?
Can't really remember a world cup or euros on the mens side where multiple players threw their toys out of the pram a month before the start of the tournament and either refused to play in the tournament or for their country at any point in the future.

Used to players pulling out of meaningless friendlies mid-season or announcing their retirement months / years after last being selected but maybe I've just forgotten similar things with the mens side.

Can't really remember a world cup or euros on the mens side where multiple players threw their toys out of the pram a month before the start of the tournament and either refused to play in the tournament or for their country at any point in the future.

There was Ben White for England. The French team was in disarray before the South Africa World Cup. The Dutch were the same before Euro 96.

(I'm inclined to think the drama is good for the game tbh)

Keeping her cards close to her chest, keep em guessing for the final, I mean Spain had a big win on Friday as well as did England?

To be fair White got pelters so women don't get to be immune. Big fan of the women's game and was there last Friday but so much needs fixing at grass roots to develop it. Not just going to progress purely by media saturation
