He is envious of Putin. He believes that because he wants something (as "the most powerful man in the world") he should automatically get it but is surprised/frustrated when it doesn't happen. He wants his Presidency to be some kind of absolute monarchy/dictatorship. He sees Putin doing what he wants in Russia - without being questioned or refused whilst massively enriching himself and his inner circle.
