Kirk was just using a rhetorical device. He'd make an overtly racist statement, and then try to dial it back by bringing in DEI or something similar.
It's interesting that Kirk was clearly a racist first, and then, later, a "convenient" Christian. It seems that conversion happened when he could find a "Christian" belief system that aligned with white supremacy.
