I've read what Doug has said a few months ago and find it interesting that he's claiming the Higgs is better for the academy because it's in the community and is 'gritty'. If we're trying to compete with better academies like Birmingham and Villa close by, it probably doesn't help showing kids and families around a community sports centre compared to a fancy training ground.
I'm pretty sure the majority of clubs have the academies based on the club's training ground. Leicester built theirs to incorporate the academy. The likes of St George's Park was built to allow the younger sides and women's teams to be on the same site.
