Some crimes might appear as falling, but who's reporting them? The public have very little confidence in the justice system, or the police for that matter. Crimes are not being reported as much as the used to be. Take this report from Neighbourhood Watch - Shockingly, 58% of people who witnessed a crime over the past 12 months did not report it, with the main reason being they didn’t believe anything would be done. Then you have got people that have actually reported crime. According to the Victims' Commissioner Survey - Over a third of people that have reported a crime, wouldn't report one again.
The true conviction rates in the UK are also a joke, largely because the CPS will only put forward cases that they actually think they can win - so a huge amount of crime reporting that does happen, ends up going cold anyway. Another full circle moment as many people know this and therefore don't bother to come forward. Less police also means more incompetent investigations, such as collecting evidence, speaking to witnesses, and interviewing suspects - all of which come together and make a conviction harder, and less chance of it getting put forward.
When it comes to the CSFEW, it speaks to the public, which would be a good thing but for the fact that it omits many crimes from its survey including rape, assault, drug offences, fraud, forgery, crime against businesses and murder. Nearly all of which it has been admitted have risen, so you can't really use it effectively.
The government and police forces can try to silver cloud statistics however they want, which is in their best interests, but the system is well and truly broken beyond anything most civilians can understand. If you are telling me walking around the streets feels safe, and certainly safer than it was a few years ago - then I am afraid you are just demonstrating that you don't get out much.

I remember reading about a guy who kicked a police officer in the head and got 12 months. Might not be much more than a year, unless they choose to make an example of them.
