The period between them winning the league and relegation was longer / the same as some teams it has happened to historically. They are not some extraordinary outlier:

Blackburn 4 years
Aston Villa 7 years
Derby County 6 years
Manchester United 7 years
Ipswich Town 3 years

This new independent regulator should have access to monthly management accounts.

When it shows they are losing what they are and bring in winks on £80k and paying Vardy £120k a week they should be told no signings and sale forced.

It’s absurd that they can distort the league this much.

I think they will go up, but don’t think it will fix their problem. It is likely that the PL will be docking points which will come into effect on their first season back up there whenever that is. They will have lost even more this season. Revenue will be down by millions, wages may have dropped a little but paying Cody winks and loan fees for CD to Man City. Not were the sale of barnes to NUFC will sit or how much it was, but my guess is the EFL will also be docking points for when they are next in the championship.
this is going to bite them hard.

Problem Leicester have even if they go up is they need a whole new back 5 to be competitive . Where they are going to find money to add to a very average squad is going to be hard and they only really have Dewsbury-Hall and Mavadidi left as saleable assets

Yep...and reap the financial bonuses for doing so. Likely come back down, but they will have cheated their way to more money, which will help. Then you have Luton town, who will more than likely be playing back in the Championship having managed themselves very well.

Could the conceivably go up, get a points deduction from the PL, come back down, get a points deduction from the EFL?

Not sure points deductions are working as a deterrent, especially when it only equates to one or two wins. The FA and EFL might have to start thinking about relegation being a bigger deterrent

If they get promoted they’re also apparently obligated to buy Fatawu for £15 million, at a time when they’ll be needing to offload anyone they can.

Can’t see anyone taking a chance on players like Faes with the wages they’re apparently on.

Makes you wonder if they’re even planning on complying and are hoping to just eat point deductions.

Just insane and completely shit management, so arrogant not to put the right clauses in contracts or just ignore that they are there and keep spending the money. It's about time some of the richer clubs that these were supposedly designed to curtail got the book thrown at them.

Even then without swift action they would just yo yo. Need to be relegated and be able to give massive points deduction with no chance of promotion for at least 3 seasons, make it a real deterrent. Also stop the ‘loyalty payments’ to all relegated clubs.

The whole thing reeks of entitlement. The very fact they knew at xmas last season they were in deep trouble but increased their salary budget. Then, they can't even make the net difference up with the Fofana and Maddison sales tells you all you need to know. They will be promoted unchecked and take the cash injection in the meantime (think they will make autos) I guess it remains to be seen of this solves the problem given they will need to part with several names to get even again.

Straight down after winning title in 36/37
They had the small crumb of comfort on being HIGHEST scoring team in the league that season despite their relegation!!!!

Had a look, they scored 80 goals in 42 games. West Brom came bottom and scored 74!

Also saw in the second division that we were beaten to promotion by a single point by Man Utd…
