Players are usually loaned or paid off before it comes to that.

Lugano vs Inter is the latest legal precedent. CAS ruled that the player has to object to not getting playing time but it established that the player can walk off on a free. All clubs and agents will know this, of course and that governs how clubs deal with those kinds of situations.

It would give a club a terrible reputation very quickly if players were walking out for not getting game time. It's easy to see why they leave on a deal "by mutual consent."

If a player is a good player that could get a better contract elsewhere, his team will be playing him in more than 10% of matches (that's only 4-5 matches a season).

If it's a lower ranking player who's not getting picked, their chances of being able to obtain a better wage by leaving is slim. Plus other teams are likely to be more wary of signing them because they might think the player will be disruptive if they don't play. So in that case it's in the player's financial interest to see out their contract rather than getting it annulled.

Personally, from a perspective of not having the better teams hoard players, many of whom would be more than capable of playing at that level for a smaller team or at a level just below, I would make a rule that anyone over the age of 21 at the start of a season MUST be released if they don't play a game for the first team during that season unless it can be proven they were injured for the entire duration of the season.

This stops the big clubs reaping all the financial benefits (either from experience to eventually play for them, loan fees or transfer fees selling the player) from padding out a squad and sending players on loan. As part of that it could make sense to remove the loan system and limiting squad to 45-50 players without any age/development caveats.. You get less kids who've made millions playing reserve football for 5 years and you get more talent filtering down the pyramid so the teams are better and actually financially benefit from developing these players.

There's has been a bit of talk about clear outs at the big clubs over the summer. Who knows though.
