Clubs rarely bid for players these days unless the players agent has given them clear encouragement to do so.
When I wax growing up it was common place for deals to fall down due to personal terms after a fee had been agreed. Now it rarely happens. That’s the reason … agents broadly agree personal terms and once that looks fine the club are encouraged to bid to get the deal done …,
Agents still hawk players around though, they get fees don't they and it's how they earn their living. Also teams still identify targets, they don't just rely on agents saying my client is available.
