I don't know if it is Wasps, the complaint to the EU ostensibly concerns the state and its authorities, i.e. the council.

Au contraire, they're interested because the application of state aid rules is of pan-European interest not just UK.

The analogy with reporting to the police is slightly out, it's more like reporting somebody to a regulator. The police implies it is a crime.
