By the club’s own internal metrics a 9th place finish is a failure. The brief was to build a squad capable of finishing in the top 6 and funds were made available to do so, but it didn’t happen.

If that form (0.8 PPG) continues under Lampard for the 24 remaining games of this season then we'll finish with about 44 points and will likely be relegated. So yes, I'd expect people to call for Lampard to go under that scenario.
Go back and watch it...I agree with you it's ambiguous, but if I had to say one way or the other then I would say he's giving Collins a vote of confidence and keeping him in the side.
