You're forgetting interest. A £21million loan for 25 years at, let's say, 2% interest = £31.5million according to the calculator I used. Add in a sinking fund for repairs (I don't know ours but Swansea's was £200,000 a year I think, so I'll use that) of £5,000,000. You are at £36.5million before...
