    UK public austerity disinvestment translates to the same in private sector imo. The government must at some point recognise that the private sector cannot and will not always lead. Infrastructure in particular.

    I think public spending per head e.g. on transport of 8 times other regions is probably one reason.

    Well technically it would be (new total - old total)/(new total) 10 last season 16 this season 6/16 = 37.5%

    One of my probably completely unworkable ideas would be to charge vehicle excise duty based on mileage, as recorded each year at MOT and / or at change of ownership with different rates for different types of engine.
