If it is true he needs to sack his agent. Who sends a player to Norwich when they have Liverpool and Spurs after them. Not even like he'd get first team football their as Norwich have already confirmed they are making no more additions to the senior squad.

Norwich would be a really odd move IMO. Every chance we could be in the same division as them next season. Why would he sign for them when there's interest from Liverpool and Spurs to sign him in the summer?
