I think you could get temporary stands up pretty quick to bring it to around 10K but that would still need planning permission which as you say could take months if not years.

Seemed almost indestructible. After heart attacks, drug use etc its a shoulder injury that takes him. Glad the old line up made peace and got back together one last time before this happened.
