    The EFL have already put forward the proposal to be voted on having had multiple meetings to discuss alternatives. 13.3.3 states the league is under no obligation to include any resolution proposed by a member club to change the regulations.

    Yes, its a vote to change the regulations to allow PPG first which just needs a majority across all 3 divisions. Then if that passes each division can vote on if they want to end the season now or not, assume the vote in L2 still stands so they've already decided to finish.
