You are right. The issue will be that an individual or a group will make a proposal and it will not be passed.

Am sure that if anyone wanted to go to a meeting they could not refuse, we have individuals coming for the odd meeting and then never seen again all the time. Some of those who attend do represent groups others although genuine supporters are there as individuals.
