It was a wild accusation with no basis in reality. I love a good conspiracy theory as much as the next person but they have to some sense of believability else they don't work.

That's exactly what would happen, you can't call a game off just because you don't like the surface, if the EFL deem it playable the game is played, simple as that.

Yeah, no doubt his intentions were good, he is/was a massive Palace fan after all. You'd be hard pushed to find many that think he did a good job though.
