    Sorry, this isn't the way it works. Sometimes there's a buyer in the wings, but often the key job for the administrator is to find and negotiate with potential purchasers.

    You make it sound like it's a miracle that any company ever manages to do it..... It's a pretty straightforward legal requirement, that well run (moderately well run...) companies meet all the time.
