I hate them, I don't know why fans give their money to these chancers (who I doubt have any allegiance to the club and just want to make easy money) and not spend it in the club shop

If they have a static pitch they probably have a traders licence.

If they are on foot and mobile moving around they can probably get away with a pedlars licence.

Most of them are not selling anything that is a direct copy of any official club merchandise so are not breaching any copyright.
