If you offered me Hamer aged 24, start of his second season or Rudi I’d take Hamer. Rudi still had a lot to learn about how to hurt teams that comes almost instinctually to Hamer. Hamer was always far less likely to run himself into trouble or overplay the ball and lose possession and was always looking to get us up the pitch. His set pieces were a danger from day 1. Rudi is class at this level on the ball but in the PL would just be another skilful player, you’d be buying him hoping he improves. Hamer was brought to go straight in and impact the team and he did. For me Rudi has more to learn. His ceiling may be higher, but the chair he’s sitting on is slightly lower or whatever the analogy is.
