Don't really know enough about the background or the plans to give much analysis but one year renewable permits sound like they want people to come and work which would tie with a couple of statements in that article

Unfortunately for Goodwin it’s very much a minority view in this country, despite the attempts of dribbling ethnic nationalists like Konstantin Klisin etcI’d imagine it’s a view shared by a fair percentage of their members.
