But even then it can never identically replicate circumstances exactly. Does it factor in wind, pitch conditions, the cycle of the moon, the bloke elbowing him in the back that the evaluator missed? There's far too many variables to scientifically say "that chance should be a goal 7% of the time". Now that is a scientific fact.
