It doesn't even have to be new owners however. One would hope the reason Anderson is here, is to address some of the structural issues which handicap the manager. I remain to be convinced, but...

Brian Clough Forrest, Howard Kendall Everton, Alex Ferguson Man Utd, Joe Royal Oldham....all rebuilt clubs and it didn't happen bam in one season.

Tim Fisher has spent the last three years addressing the "structural issues" that historically plagued the club. The overheads are as "lean and mean" as they can be. The major issue remaining that needs resolving is the ticketing issue and Anderson is on with that aledgedly.
However much we all hated the Sixfields situation it removed the burden of the Ricoh lease and left us with a fair rent for League 1 albeit without all the catering and commercial income.
The only way out of League 1 is for SISU to speculate with this current management team and give them a couple of million to invest in a decent squad. They will cry FFP, but there are ways round it if it's what they really want.
IMO nothing will happen until after the JR.

Just correct you on one point. Moving to Sixfields didn't remove the burden of the Ricoh lease, administration did and that happened before the move to Sixfields. Whatever the reason was for moving to Sixfields it had nothing to do with a lease agreement that no longer existed.

Agree but the two were linked. Without the Sixfields back up they wouldn't have gone into admin.
