If you look at the recruitment ads that have been running they alone would give you cause for concern about the type of person they will be attracting.

If their guys commit murder they have to be allowed to get away with it, just as if their boss is a nonce's best mate it needs to be covered up, no questions asked. They project onto 'the left' what they do themselves.It looks a lot to me as though the wheels of the vehicle are turned away from the agent.
At worst, imho, she's trying to escape, not to cause injury, and ICE's own policy seems to be that vehicles attempting to evade should not be fired upon.
