I doubt it, Steve Cougan plays Partridge so genuinely, I tend to forget that it is even a comedy character.

Frasier Crane is the closest I can think of for longevity outside a single show, nearly 25 years overall.

Yes Frank Spencer is always funny when he deals with any kind of authority figure - never laughed at the slapstick stuff though. I always thought that The Thin Blue Line had some good bits in it and although it was never highly rated I couldn't help laughing at the characters - Constable Goody and the Rowan Atkinson's 'playing it by the book' character.
