They used to be able to be fined.
Used to be a maximum of two weeks wages. (Due to players union involvement I think)
Not sure how it works now.
There are usually"unofficial fines" related to general discipline which go into a kitty that might be used for a "social event".
If fully expect him to pay a large amount into this!
They have fines list as a player group agreed before start of season, will go into pot for them / charity donation believe also.

Doesn't matter if he didn't touch him unfortunately, all that matters is the intent.

He swiped out with intent to hit the defender in the face is all the league will say.

It's a red card offence.

Thomas was on the floor and kicked out at the Birmingham defender. This in itself was probably a red card. Neumann then came to confront Thomas who reacted by throwing his hands in the general direction of Neumann’s head. Neumann fell over clutching his head and Thomas left the field without really complaining.
