Very simply they have misled, if you're being charitable, outright lied, if you're not, the electorate either at the time of the sale or now as what they said then doesn't match what they said now - can't both be right.
He's not sure what people want the council to do? I know I'm not the only one that's been contacting the council so why play dumb? How about agreeing to Boddy's requests for meetings, how about turning up for a key meeting at the Houses of Parliament, how about asking Wasps to come back to the table for talks. If any other company that had a similar value to the local economy was about to walk away they'd be doing everything they could to get them to stay, instead he just stands there smirking. Same with finding a suitable site. Are we really supposed to believe that if any other company went to the council and asked for help identifying a suitable site so they could bring a business to the city that would greatly benefit the local economy the response would be that the council would do the minimum required by law?
An increasing number of people won't accept 'but SISU' as an answer anymore and unfortunately for Duggins that's all he seems able to come up with.

I don't think my boss would agree it was the right move not to attend if that was the excuse I gave. Pretty sure I'd be in big trouble and would have it very clearly pointed out to me that nothing is likely to come of meetings where one of the key people decides not to turn up.
The worrying thing is, that could also mean the Council.
Maybe the meeting didn't come to anything as they just sent a solicitor to accept the legals being dropped rather than any discussion that could lead to it
