I’m not saying they haven’t under the rules. When you get to the 3rd and 4th round the majority of teams are the 92. You have about 4/5 teams from the non-league.You should be able to. It’s not just league teams and there should be the possibility of Bumfuck FC drawing Man City, however remote.
