They have said many times that they are always working 12 months ahead on transfers so I have no idea why this is a surprise.

Surely this just means he's putting together a database of players and talking to agents to establish what the future plans of their clients are. I don't think this is an indication that he has players lined up per say.

Because it's progressive thinking, for years it seems we've made it up as we've gone along! Nice to see anyway!

I think last season he had already had a few summer transfers lined up in January

We agreed to sign Rose last season in Jan for the Summer window. As said above, this is not new news.
Since MR came back in, he has said forward planning with transfers was important and not just waiting for the window to open.
