It's an anti-oil protest. Apparently he's been in prison for protesting on the M25, so likely Extinction Rebellion. Not sure why some are commenting on how he looks, I'm sure majority on here look like knuckle dragging neanderthals. Makes a nice change from the usual brain-dead morons running onto football pitches.
