Maybe.. But as MMM rightly said why go for the Judical Review if he doesn't think he can, a) Win or b) Has an incentive to pursue his case, i.e the Arena. Tim is supremely confident about ACL not being able to cope with out CCFC, however as the figures show on moving to NTFC, it works both ways and shows that CCFC needs the Arena.
