Everyone is guessing that player A is our first target and player B is our second, as is the case with the young Man City guy, but everything is heresay. Isn't the fact that most contracted players are signed up until June 30th, and therefore under contract until that date with their old club, the main reason why players aren't through the door yet? Even for our players most of their contracts began July 1st, so won't that be the same for new players?

Thats for pre-contract signings, you can sign and announce transfers or loans as soon as the deal is completed between both clubs, player and accepted by the EFL/PL
