Why did the information it seem get released into the public domain on July 24 or July 25 when judgement made on July 18?

Final figure yet to be finalised I understand. Why did it take a week to be fully in the public domain?
Mentioned It yesterday ,would they have been Privvy to It before last weeks open letter.

Quite likely. A lot of things have happened recently , quite hard to remember the exact timeline of events.
How much did the judgement influence SISU seemingly willingness for talks?
I guess only SISU know and also only SISU know whether they are serious.
