The club is quite entitled to hang on to him if they can't get an acceptable price for him. To be perfectly honest, he needs to either hand in a transfer request or sign the deal. Other ways of seeing is that an awful lot of people have an awful lot of different speculations about Hamer, and that is either unfair on him as it exposes his personal thoughts and intentions to an audience that has no right to that, or it's intentional to create what Hamer had wanted all along.
