Just know that if I had a toddler and we lived on a floor 100ft from the ground and there were no barriers then the door to the balcony would stay locked.

Reckon it might need something approaching half a brain to be able to work that one out though.

In the parents defence mind, there are a lot of raised voices on the Jeremy Kyle Show so they probably didn't quite hear the child pulling the door handle to the door leading to the balcony.
