There’s pros and cons to all of them. The admin cost of such a system would be significantly higher and harder to police (can you “sack” them?).

If they don't turn up for work and don't provide a doctors certificate, just like a normal job then they get no pay.

I take it all back. I just drove past a street cleaner by the Wyken Pippen.

Out here the street cleaning is done about 6 times per year (after spring blossom, after autumn fall etc). They put up signs a couple of weeks in advance to say you can't park on that street between 8 and 4.30 and then tow any cars at 8am on the day. Nice little side earner for the council which I am sure helps cover the cost of the street cleaning!
