Although I believe that social investment has some part to play, you can't blame the government for everything. I remember new Orbit houses being built in some parts of Cov and after a period they were wrecked. That's not down to anything apart from a lack of respect from the people that lived there.

Birmingham looked aggressive but created nothing, only chances came from errors rather than any quality football. They ran out of steam at 70 minutes and a more confident team would have beaten them imo.
