There has to be a set of defining rules as to what constitutes a foul, and there was no legitimate reason as far as I can see why Targett's arm was raised like that, he wasn't jumping, he was attempting to stop a cross into the box, deliberate or not it was a foul.I do think the handball rules are an ass. Accidental should hold much more prominence than it does.
The Targett one was unfortunate because there was no deliberate intent, but as the law stands, it's handball all day long. His arms were well away from his body.
