It looks like it's mostly based on a team's PPG so far this season with a few tweaks. For some team's, including us, it's been rounded down. For others, including Ipswich, it's been rounded up slightly.

Ipswich have the money from being relegated from the Prem. They will also get the same money as us again on promotion. We need to be more wise than them with what we have to spend presently. The top priority presently is promotion.
