It's possible that it was changed to be the Prudential Borrowing mentioned in the Telegraph article posted by SkyBlueCharlie and that's the answer, otherwise as you say 'Odd'.

Dug a bit further...it would appear that the Prudential Borrowing Regime is a policy not a fund as such and was introduced so that LAs etc who were deemed to be responsible with their accounts could borrow beyond the normal government limits. In the past they would have borrowed that money from the PWLB but recently have been allowed to borrow on the open market if they can get a better rate and to some extent some LAs have gone into the Gilts market, perhaps this is what CCC have done? Certainly there is no record of them borrowing from the PWLB up to and including September this year. We may have to wait until CCC publish their accounts for this year to find out where the money came from.

Could never understand why he couldn't quickly find where the assets were. Surely SISU are obliged to assist? Advised the football league, in adequate time for them to tell SISU to put the assets (players) back into Ltd because by SISU's own admission including CCFC board documentation an error had occurred and FL rules had been broken.

In the end PA left it to the last minute and FL were pressured by SISU/OTIUM to give them the golden share.

It seems SISU had a timing plan and PA followed it.

From OSB summary it suggests players or assets were never taken out of Ltd, or hidden from Appleton.

I think that players like bell, wood, sheff that were signed. 3-4 seasons ago were in ltd, but players bought in the last couple of seasons were signed to holdings.

So, not certain, but there were still players in CCFC Ltd, contracts to value of £466,742, we are told they're all in Otium now, I hope the FL have bloody well treble checked it this time!
